Victorian rental reforms have significantly tightened electrical compliance obligations for landlords. ⚠ Victoria rental electrical compliance — key requirements:
• Mandatory electrical safety check every 2 years by a licensed electrician (from 29 March 2021)
• From March 2023: all power outlets and lighting circuits must have both a circuit breaker AND an RCD
• Working smoke alarms on every level — landlord's responsibility
• All fixed electrical appliances must be in safe working order
• Before signing a new lease: landlord must disclose the date of the last electrical safety check
• Failure to comply can result in fines of up to $99,000 (for serious breaches)
Under Victoria's Residential Tenancies Regulations, rental properties must have: working smoke alarms on every level, safety switches (RCDs) on all power and lighting circuits, electrical wiring in safe condition, and all fixed appliances (ovens, hot water, heating) in working order. From March 2023, new gas heater and appliance rules also apply. Non-compliance exposes landlords to substantial fines and liability.
Victorian rental properties must have working smoke alarms on every storey, alarms less than 10 years old, and alarms tested and working at the start of every tenancy. Landlords are responsible for installation and maintenance — not tenants. We recommend hardwired (mains-powered) interconnected alarms for rental properties, as these are the most reliable and lowest maintenance option for landlords.
Under the Residential Tenancies Regulations 2021, rental providers must have all electrical installations and fittings checked by a licensed electrician at least every 2 years. This applies to any new rental agreement entered into after 29 March 2021, and any fixed-term agreement that rolled into a periodic agreement after that date. If a check hasn't been done within the last 2 years when a new renter moves in, it must be completed as soon as possible. A record of the check must be kept and provided to the renter on request.
