Not always. Older boards sometimes protect only the socket outlets, leaving lights and any later outdoor circuit unprotected. We check each circuit. Lighting circuits matter because a fault in a wet bathroom or a corroded outdoor light will not be cleared by a switch that only watches the power points.
Usually moisture in an outdoor fitting, a buried joint or a damaged lead, which is common on homes facing the bay. The switch is doing its job. We find the leak rather than telling you to hold the switch on.
